The Ratkovich Co. said it will bypass local zoning restrictions in Alhambra, California, to build a housing project that the city denied in 2021. To get around zoning, the Los Angeles-based real estate development company is pursuing the 'builder's remedy' provision under California state law to secure permits and begin construction on 790 units at The Villages at The Alhambra, 158 of which will be designated for "affordable housing." The builder's remedy allows projects to bypass zoning requirements only if they provide either 20% low-income units or 100% middle-income units in cities that are insufficiently planning for enough "affordable housing.
